E-Factura tool looks good, but likely late

Just three months before power bill reforms go into effect, it is clear that half of service providers are not ready. The new law says that starting on January 15, 2015; companies will need to use a program called E-Factura for charges to governments in excess of 5,000 euros. Still, few if any power companies have implemented the technology needed to build a tool that will allow them to cut their administrative costs by 39 million euros.

The E-Factura tool is expected to end a widespread practice of letting bills go unpaid for months and will allow the federal Tax Agency to manage its debts better. It doesn't make sense that after a year, we have not finalized a tool that will help everyone and keep accounts balanced.
