Fifteen percent of Spanish households go without power at some point and five million of them cannot afford to pay electricity and gas bills. Falling family earnings, high unemployment and rising power bill costs are forcing people to keep their homes below 18 degrees in the middle of winter.
The government is working on a bill that ties power bill cost to household income and shared gas reserves. The question is who will pay for all this. The Ministry of Industry wants companies to foot the bill, but they are not convinced yet. While the solution is not easy, the executive branch can't close their eyes or get wishy washy when it comes to energy reforms. Their responsibility is to deliver a viable solution that helps struggling households weather an energy crisis.
