Spain's hidden government

Local administrations have created a network of 4,001 entities (public companies and regional government bodies) that need to be culled if they cannot become profitable by August 1, 2015. All these entities are almost equal to an entire government within another, and the way they spend tax dollars is not monitored as closely as the town councils.

Catalonia has 746 entities or 18.6%. There are 828 in Andalusia (20.7%), where curiously, there are only 795 municipalities. Most of these lesser government bodies are unnecessary and a tax burden.

Although it is likely that they will be cut, officials might delay their decision so long that a new legislature or an improving economy could postpone the decision forever.
