Loterías losing revenues, partial privatization uncertain

Falling consumer spending and new taxes on winnings above 2,500 euros are weighing on Spain's national lottery system, Loterías y Apuestas del Estado, which is more-commonly known as simply Loterías.

These two factors will hinder the state-run lottery's ability to meet its revenue goal of 824 million euros.

Finance Minister Cristóbal Montoro has received myriad criticisms for applying taxes that mine citizens' ability to save and spend and don't provide a significant revenue increase for the government. Similarly, the possible partial privatization of Loterías could be delayed further if the company's value diminishes and investors want to wait until markets improve.
