With their slow-drip strategy and without clearly defining existing problems, the regional government leaders with the most difficulties are giving us new surprises daily.
Since Catalonia asked for a bailout, the fear that other regional governments would not meet their budget requirements for 2012 was unleashed. It happened in 2011 and it could happen again. Yesterday Andalusia said that it expects to need a one-billion euro advance, but not an official bailout. Valencia said that it financed service provider payments in 2011, sending its debt to 13.7 billion euros.
The Ministry of Finance ought to demand more transparency and rigor for the regions who ask for aid. Already past the midway point of the year, some have already failed to fulfill their promises. This cannot be allowed.
