The EU is investigating a significant supply chain of contraband tobacco coming to Spain from Gibraltar. In order for their investigation to go smoothly, officials in Spain and Gibraltar need to be transparent and cooperate. Patriotism and clichés won't solve this problem. Instead, both sides need to accept some blame.
If the crime originated in Gibraltar, investigators will have to find out who brought the tobacco products to Spain. Likely, Spaniards are the ones who started the illegal trading. Behavior like this will be hard to suppress in a country known for its thriving underground economy.
