Of the six regional governments that failed to meet their budget goals in 2013 and came out with ambitious cutback plans, only Navarra and Castille-La Mancha succeeded. The rest, particularly Valencia, Murcia, Catalonia and Aragón, came way short.
The Independent Tax Authority thinks that these regions should explain why they failed to meet their objectives. This makes sense, because citizens are being asked to make sacrifices day after day, but regional governments keep fattening their debt load as the national government continues to give them bailout funding and avoid serious reform agendas to curtail spending.
