The Ministry of Public Works has uncovered 4.8 billion euros in excess spending on projects that were originated during the Zapatero administration. As a result, each kilometer of Spain's highways is costing double what it does in Germany despite the fact that the work should have been cheaper to perform in Spain and the topography is more manageable.
According to the Tribunal de Cuentas, Spain is looking at how some contractors benefitted from favoritism when they won bids as the former administration looked the other way. At any rate, the current scandal is a product of these former abuses.
