The Panamanian government and a consortium led by the Spanish firm Sacyr have been in negotiations about building a third lock in the Panama canal, and project leaders are making these talks tense because they have not accepted Sacyr's latest proposal.
The consortium is offering a deal. It will agree to finance half of the 1.2 billion euros that it will take to finish the project and offer to repay the 600 million euros that Panama paid in advance. This is a major step for Sacyr, which is led by Manuel Manrique, who has from the start shown that he is willing and interested in reaching some form of agreement and hopes that Panama recognizes the great effort that his company is making.
