Luis del Rivero left a long shadow. Even though the businessman stepped down in October 2011, Sacyr is still suffering the consequences of his seven years of dubious leadership and zealous plans. His failed attempt to buy BBVA and his bickering with Repsol set the tone for his time at Sacyr.
In addition to these battles, he faced problems at the Murcia airport and Panama Canal. Authorities announced that they would resort to an international arbitrage, a right that will allow them to figure out if the construction projects were stopped because costs ran too high (Panamanian officials have ignored the issue to date) or because the bid was too good to be true, which undermined the company's credibility.
