While waiting on a bill that would require regional governments to report to the state when handling its foreign affairs, regional government politicians working internationally have created no less than 300 contracts without receiving permission from the Ministry of the Exterior or the Finance Ministry.
Governments cannot afford to overspend at this time, which is something to consider because these treaties create both legal and economic implications for the national and regional governments. It will be difficult to straighten out the situation because regional governments are sure to resist, but the likely endgame is to close regional government embassies.
