The Ministry of Public Works has added one more factor to how it selects building projects through a bidding process in an attempt to achieve the highest savings possible. And this new approach should lower construction budgets for nearly all works to be completed -- or nearly all of them.
There are always exceptions, and this time it is Catalonia. Strange that as the construction industry struggles, the national government has contracted 150% more building projects in Catalonia this year than it did last year.
It is also strange for two reasons. First, why does Catalonia get this kind of favoritism? Second, while Minister of Public Works Ana Pastor has increased investments in construction projects, the Catalonian regional government has slashed theirs by 60%. This is one more example of Arturo Mas's double standard.
