Germany's Finance Minister, Wolfgang Schäuble, has voiced concerns about finding a scapegoat to place all the blame on. Sometimes as a political ruse to sidestep responsibilities and not address problems.
Schäuble said that his country will agree to push back the deadline that Spain needs to meet its deficit objective, but that before doing so it would need to see a clear reform agreement on the table.
Germany's has reason to insist on these terms, because some countries have conflated cutbacks with reforms, which doesn't lead to anything but empty sacrifices from the public that don't solve the problems. Some reforms have been carried out in Spain, but there is a danger that a lot of work has been left undone and that greater frustration will follow.
