The national government approved yesterday its Ley de Acción Exterior, which from the start will be weighed down by concessions from the Ministry of the Exterior to regional governments.
Besides the fact that they will not go against Spain's broader foreign activities, the Ministry of Finance was holding on the the possibility of forbidding these offices overseas so long as the corresponding regional government did not meet established budget requirements.
The requirement has been excluded thanks to pressures from regional governments, especially Catalonia. Margallo's concession creates a slight disadvantage for Montoro and the Ministry of Finance in what will turn out to be a hard year for everyone to meet their budget requirements.
