Bad habits take time to mend, and they are deeply entrenched in the ways of some politicians. That is the case with service provider invoices that get slid into the top drawer.
Even though the service provider payment plan put in place in the spring paid non-payments from 2011, there are five regions (Valencia, Catalonia, Aragon, the Canary Islands and Baleares) are going back to their bad ways and owe a billion euros to pharmacies. In the most flagrant case, Valencia owes 600 million euros to pharmacies for bills filed from April until now. The mismanagement within these regions is unacceptable.
