Juan Rosell made it crystal clear yesterday that Spain's regional government and financing systems are not working, and "changing the Constitution won't do anything" to improve the situation and create a structure that satisfies Spanish citizens.
Companies don't want to talk about freedom, but changes. And they are right: if we want things to get better, we have to embrace reforms. Spain has grown for thirty straight years since democracy was installed, and the nation can use a new look.
Now is the time to build a new style of democracy that adapts to the changes that people demand. Rajoy failed to capitalize on his meeting with Arturo Mas. Keeping inter-regional relations intact and changing the way regions are run are not mutually exclusive.
