The Catalonian parliament approved yesterday a fiscal agreement similar to the Basque region's and in doing so will create its own Ministry of Finance. The proposal makes the Generalitat the only tax collector in the Basque region, also taking sole responsibility for making payments to the national government.
It's unthinkable that the Catalonian government is asking for greater autonomy one day after they said they can't face their payments and asked for a bailout. The answer to the region's problem is to meet their obligations, which they can do by making more cuts to public spending. Changing Catalonia's financing model is of secondary importance.
