Avoiding employment fund fraud

The 2012 Employment Plan contains two novelties. First, it is shrinking by 56.6%. Second, measures to control fraud are increasing.

Cutbacks to this section of the national budget seem contradictory considering that job creating is the biggest problem in Spain's economy, but it is useful to remember that this money has been used many times to finance labor unions and employers organizations in indirect ways, which has been done by monopolizing training programs.

It looks like the plan will open doors to better competitiveness and this result, even if the available employment funding is smaller, could increase the effectiveness of the measure if it is also paired with stiffer controls against fraude. Ultimately, it's important to monitor how effective the measures will be.
