Getting rid of the mancomunidades

The government will do away with its mancomunidades, which legal entities that either exist for a set period of time to achieve a specific goal or exist indefinitely. Mancomunidades in Spain are local entities within the national legal framework. The municipalities delegate some of their functions and powers.

The decision is not surprising because Prime Minister Mariano Rajoy has never hidden his preference for diputaciones, alternate administrative bodies that are part of local government structure. But the decision has caused frictions and slowed down public sector reform.

Rajoy and his cabinet are holding talks with other political parties and the regional and municipal governments, but they will still go forward with the project if some sort of agreement is not reached. Also, they will assess what responsibilities are held by various administrative levels, do away with unnecessary government jobs and balance salary levels.

The reform is meeting a lot of resistance, which underscores how important the reform is and how much we need it to pass.
