The Ministry of Health has drafted a bill to regulate requirements for receiving healthcare benefits from Spain's national healthcare system, the Sistema Nacional de Salud.
The bill, submitted to regional governments for their review, states that Spanish citizens who have not contributed at all to Social Security can receive a maximum of 100,000 euros in healthcare assistance derived from state funding.
The proposal would add some much-needed efficiency to the battered healthcare system and remain fair, because citizens affected by the change will be given the option to take out a healthcare loan to pay for the attention they need. The measure also aims to put a stop to undocumented immigrants receiving free healthcare, which is a long-standing polemic in Spain.
