Andalusian construction companies have reported a hidden debt to the Ministry of Finance. The debt is owed to them by the Andalusian government and totals to upward of 700 million euros.
We aren't dealing with invoices tucked away in boxes, but rather, invoices that don't even exist. Some construction projects were completed during the past three years, but never invoiced. This practice entails conceiving and completing a project (at the request of the respective government administration, according to sources from the construction industry) without it being approved officially.
Invoices were not issued because there was no money to pay them. Therefore, these debts were not included in the government-backed provider payment plan.
Construction companies fear that they will be left with no money. The Ministry of Finance is calling for transparency and the Andalusian government should be clear about what happened. This is another hazy issue for Griñan to deal with.
