Administration reform stars in Spain roadmap to success

The Spanish government is now working on reforms to its public administration in hopes of simplifying it. The key is analyzing current positions so that redundancies and unnecessary positions are cut under the motto: "One Administration, one responsibility." This effort will have an effect on budgets and, therefore, will make this a deeply-influential measure.

After making sure that various administrative heads do not share the same function or role, what will be done next is to align compensation with those who perform a particular role. This structural change will lead to some savings.

The Public Administration reform, which ought to be finalized during the first weeks of May, is one of several reforms listed on the Spanish government´s reform road map that it will present tomorrow at its next Cabinet meeting and within the framework of the National Reform Plan that it has to give to the EU before the end of the month for a joint-examination with the Stability Plan, which includes a macroeconomic view for 2013-2015. In this report the Spanish government will indicate its fiscal consolidation goals in addition to clarifying how long they expect the current recession to last.

The Public Administration reform will face some stumbling blocks when it comes time to articulate the plan. After consolidating job roles, there will be a challenge in parsing out who will manage the original duties of each role. Also, a thorny debate opens about what will happen with county councils if they are stripped of some of their roles, something that could also affect municipal associations according to experts consulted by elEconomista.

The National Reform Plan also includes additional agreements that have already been adopted, such as energy reforms, an Entrepreneur Law and a Unified Markets Law.
