Op-ed: Cutbacks hit public universities

Next school year, students attending public universities in Spain could pay up to 50% more in tuition. Each region will get to decide whether to increase tuition at their respective universities.

Undergraduate students would be expected to pay a maximum of 25% for each academic course. This is a significant increase to university tuition, but in few other countries do students pay less for tuition at public schools.

Although the measure will invite a debate, it seems reasonable that students assume a fourth of the costs for their educations provided that Spain doesn't lose talented scholars to other countries in cases where students don't have the funds to pay for school. Scholarships should be reserved for these students.

Because Spain is giving its regional governments the rights to manage this measure, they must manage the cutbacks in a way that improves university management without compromising the quality of education.
