Op-ed: Andalusia protects government payrolls at height of crisis

A 2010 decree from the Andalusia Junta that is being carried out right now will integrate non-civil service workers from external agencies into the Andalusian central administration (e.g., workers from Environment, Culture, Employment). More than 20,000 people are being added to the 50,000 civil service workers and staff from central services.

The decision occurs at the height of the crisis in Spain. The first of civil service salary cutbacks and limitations on hiring are both going into effect, and regional governments are going to have to trim payrolls. In light of these developments, it is not surprising that people mistrust whether regional governments can meet their budget objectives.

The issue is that these foolish mistakes squander the work that others have done, and at this time we have to take measures to assure that they don't go forward.
