This will prevent an incumbent government from hiding information and for the next regime. The Transparency Law should ensure that governments do not destroy documents when they are replaced; these documents should be regulated correctly.
Both Aznar and Zapatero destroyed documents. Rajoy should make sure that it does not happen again. The Transparency Law bill does not include these aspects currently, but they should be added.
