The only way out lies in accepting the uniqueness of the situation, which communitarian treaties are considering, and relaxing to some extent deficits for those who are meeting their agreed-upon obligations.
Perhaps it is not enough for a country to show that it has made clear steps toward austerity? It has now been proven that too much budgetary zeal does not cure, but kills.
