Op-ed: CCAA needs to define their responsibilities

The Spanish government has proposed that public managers who knowingly do not comply with their state budget could be put on trial. This measure would not include unforeseen failures to meet budgets. And while it is difficult to make sure that those implicated in corruption are brought to justice, it is even more difficult to eradicate the practice itself.

Usually, an auditor would be able to monitor items on the budget. Still, thanks to annexed societies and invoices hidden in drawers, administrations have been able to spend more than what they expected to during elections.

Such profligacy demands a revision of responsibilities and even penalties. Legislation has to be modified so that government applies itself as if it were a competitive company.

The PP may affirm that the new law will not be retroactive. Perhaps they are trying to protect some of their own?
