GENEVA (Reuters) - Nation states should negotiate with Islamic State to put pressure on the militant group to allow the U.N. children's agency UNICEF to access areas under its control, Hanaa Singer, the UNICEF representative in Syria, said on Friday.
Negotiations should take place "at least to protect the children", Singer told a news conference in Geneva.
