Court of Accounts needs overhaul
First lower and then raise the price of contratos adjudicados and then don't raise their total value by more than 20% so that they cannot be terminated. This is the modus operandi that 76.5% of companies used to justify their rising costs when the socialist party government was in office from 2006-2009.
Nearly 60 million euros have fled from public accounts without the slightest control according to a report from the Court of Acccounts (Tribunal de Cuentas in Spanish), the nation's supreme financial accounting body also responsible for state and public-sector financial management.
The accounting body is slow, inefficient and highly politicized because it relies on the leading party. A massive restructuring is necessary. Prime Minister Rajoy's promised the Senate that he would enact a Plan de Regeneración Democrática to do just that.
