Catalonia gets one step closer to fiscal agreement
The Peoples' Party presented a proposal yesterday in parliament that offers a new tax model for Catalonia within the autonomous region financing law (Lofca is the abbreviation in Spanish). The proposal and the contents of the document could be interpreted as a step toward reaching a new fiscal agreement in the region.
The main difference between this document and the one that Artur Mas initially proposed is the addition of Catalonian financing system within the Lofca. It won't be easy to change the current situation, but it is more likely now than ever before, and the PP is smart to take advantage of the Unió's new position.
The key is to play to Catalonia's desire to stand apart while at the same time slowing down its sovereignist efforts. This goal will be difficult to pull off, but not impossible.
