Russia says U.S. officially refused to provide guarantees for Ukraine's liabilities
MOSCOW (Reuters) - Russia's Finance Ministry said on Saturday that Russia had this week received an official refusal from the U.S. government to provide guarantees for Ukraine's liabilities, Russian news agencies reported, citing a ministry statement.
