Cement or casing cause of rig accident: Transocean


    WASHINGTON (Reuters) - The "root cause" of the Gulf oil rig explosion was the failure of the cement or casing to plug BP's underwater oil well, Transocean Ltd said on Monday in testimony prepared for congressional hearings set for Tuesday.

    BP's testimony blamed Transocean's blowout preventer for failing to shut off oil flowing from the well after the rig accident.
