The spill is 4 miles (6.4 km) in width and 50 yards (46 meters) into the water and initial estimate is that 20,000 gallons (76,000 liters) of oil spilled, a Coast Guard spokeswoman said.
The pipeline that leaked was abandoned and the leak has been stopped, Richard Abrams, emergency manager for Santa Barbara County said.
The Coast Guard, Department of Fish and Wildlife, Santa Barbara County and Plains All American were on the scene working on clean up, he added.
