South Korea's Lee says to take North to Security Council
Lee also said the North's commercial ships would no longer be permitted to sail in South Korean waters and that all trade and exchange with the North would be frozen, adding that Seoul will take the North to the U.N. Security Council over the ship incident.
"Our ultimate goal is not military confrontation," Lee said in a televised address from the country's War Memorial.
