The Spanish government will hold its last executive meeting tomorrow with José Luis Rodríguez Zapatero presiding, and they have reserved a surprise that will rock Spain's internet to the foundation and open some old wounds that months ago provoked the 15-M protests: the government will approve an intellectual property law known in Spanish as the Reglamento de la Comisión de Propiedad Intelectual, or more commonly as the "antidownload law."

The provision, included in the Law of Economic Sustainability, will stir up controversy across the internet due to the issue itself and also the way in which it was made. That is to say, just minutes before Zapatero walks away from power.

In fact, the law will be put in place the same day that it is published in the Official State Gazette, if indeed the incoming parliament signs off on it when they hold their next session. Among the various consequences of the future law, one is that it will standardize the blocking or closing of sites that are conducive to downloading pirated media material.

Websites will be given ten days to close down their sites after a government committee identifies reports of violations and gains backing from a judge on a case by case basis. The text of the law has already passed through the mandatory State Council at the end of October. The law only needs approval from the new government in order to take effect, and site shutdowns would then need judicial consent and proof that they contain illegal content.
